2017-2023 Planning Cycle

Purpose of Review

The mission and goals of any organization change with the shifting needs of its internal and external constituents. The purpose of this review of the DRAFT Texas State mission, goals and initiatives for 2017-2023 (PDF)  is to build on past efforts and successes reflected in our current university plan, determine and reflect on new directions for our university, and come to agreement on our university's priorities, with emphasis on the next six years. Involvement of stakeholder groups in the mission, goals, and initiatives review is critical, not only because it will lead to a wide variety of perspectives, but because it will lead to a wider sense of ownership of the plan. This ownership is what makes the plan a meaningful reflection of our shared vision.

Carefully prepared mission and goal statements that establish the framework for evaluating existing and potential opportunities in a given environment are the fundamental components of a university's strategic planning process. Because a mission statement may be the most visible and public part of the strategic plan, it should be comprehensive in its coverage of broad organizational concerns. It should also help to create an organizational identity larger than the limits placed on the organization by any individual.

Generally, a mission statement helps to 1) differentiate the organization from its competitors, 2) describe the vision of the organization to both external and internal stakeholders, 3) motivate and inspire members of the organization, and 4) provide an accountable link to the organization's strategic goals. Goal statements prioritize and guide the desired direction for the university; while initiatives present specific areas of focus under each identified goal.


  1. When reviewing the mission statement (including shared values), goals, and initiatives, units are encouraged to discuss as a group and come to a general agreement on answers to the discussion questions. How units define themselves in a particular division is not critical since unit titles will be included on the password-protected feedback template.
  2. The unit, as a whole (not each individual within a unit), will then provide responses to these questions via the password-protected feedback template. This process allows us to gather information in consistent categories so that we may determine common themes. Responses must be received by September 19, 2016.
  3. After information has been gathered, a summarized report will be presented to the President's Cabinet for consideration. If necessary, the mission statement, goals, and/or initiatives will be revised before final Cabinet approval.

Please Note: It is expected that divisions, colleges, schools, and departments may offer unique and more specific perspectives than would normally be included in a university plan. However, these perspectives, collectively, will become a crucial contribution to the more comprehensive university plan and can be used to review plans at various other university levels.
